Chia-Yen was born and raised in Taiwan. She came to the U.S. as an international graduate student initially and later started her career in International Education as an international student advisor in New York. She has been working at the University of San Diego (USD) for over 15 years. She is the Director of the Office of International Students and Scholars (OISS) where she oversees regulations policy pertaining to international students and scholars, student engagement & outreach area, and also serves as a liaison to the academic departments and Human Resources in issues concerning international faculty and researchers.
